Any 'obligatory' changes to terms and conditions (privacy related or otherwise) should be presented to the user prior to upgrading (when acceptance of those terms is required in order to use the upgraded app or system).
It's become the norm to 'stealth' upgrade users with the famous tandem of 'No, I don't want to upgrade - but - the same dialog to postpone the upgrade includes a sub note saying it will happen anyway during the night whenever a Wi-Fi connection is visible'. We all know the situation here but that isn't the case for your average user.
My wife gets bitten by that one time and time again and the latest instance (iOS 15.6) may well make her current iPhone her last. She's not a happy camper.
But the point is, if any upgrade is going to necesitate acceptance of new terms and conditions, those conditions should be made clear before the upgrade gets the go ahead.
