They were made by individual store or regional managers, and I think I know why. Their compensation is directly linked to the profits shown by the store/region they manage. Those profits are inevitably going to be diminished if the union is approved, and employees are able to collectively bargain for more pay and benefits.
And if you don't like it, well, you're free to try and find a corporation with a more socially responsible mission than Apple. Good luck.
