No, not quite. Think of it like the previous multitasking system. Apps that request to continue running in the background will until iPadOS kicks the process. The apps shown in the side bar are frozen states of the apps that should restore to that identical position when opened again.
It all depends on how much RAM is being used in the foreground. But eventually, any apps in the recents view will stop operating background tasks if they aren't opened again.

If I have 1 app per stage, are those apps all running simultaneously if there is enough RAM? For example, I want to transfer 5 GB of movies on a USB hard drive from my Mac over WiFi. This will take like 20 minutes. Will that process be killed while I do something else? As long as that app remains in a stage, it will run in background?

If the apps are small enough in memory footprint, say they at 50 MB of RAM each, all 16 will run simultaneously if they are all in the stages?

I've seen in other reviews that the thumb nails in the stages dock are live, and update to reflect whatever the app is doing. This must mean they are running in the background. So, perhaps in depends on what the app is doing.
